He studied in the Faculty of Law and Political Science at the Albert Ludwig University of Freiburg (Germany), in Oxford (Great Britain) and in Munich (Germany). First state examination (1. Staatsexamen) 1990 in Munich, Second state judge examination (2. Staatsexamen) 1994 in Baden Württemberg/Provincial Court of Freiburg.

 

He obtained his doctorate degree in 1992 at the University of Munich (Professor Dr. Scüler Springorum), where he also carried out his post-doctorate work (Habilitation, with Professor Dr. Volk and Professor Dr. Simma; also working with Professor Roxin, Professor Schöch and Professor Schünemann), which was completed in 2001. He obtained the venia legendi for the areas of criminal law, criminal procedural law, criminology, international law, and compared law.

 

Between 1991 and 2003, he was, inter alia, responsible for the areas of "International Criminal Law" (including Human Rights) and "Hispanoamerica" in the Max-Planck Institute of foreign and international criminal Law, in Freiburg, and as an Assistant Professor with Professor Dr. Albin Eser. He was "Associate Professor" (Privatdozent) at the University of Munich and "Substitute Professor" (Lehrstuhlvertreter) at the University of Freiburg.

 

In 2003 he became a Senior Professor of "criminal law, criminal procedural law, compared law and international criminal law" at the Georg August University of Gottingen. He is Director of the Department of Foreign and International Criminal Law at the Institute of Criminal Sciences at the University of Gottingen. In 2006 he was appointed as the judge of the State/Federal Court of Gottingen. He was Dean of Studies (Studiendekan) at the Faculty of Law between April 2008 and 2010. He is responsible for the "MLE" and "LLM" master's programs at the Faculty of Law, March 2006. On the 9th of November 2013, he received the title of doctor honoris causa by the National University of the Peruvian Amazon, Iquitos (Peru).

 

He was a member of the German delegation in the UN Conference for the establishment of a permanent International Criminal Court, Rome (Italy); a consultant member of the German Delegation in the "ICC Preparatory Commission Inter-sessional Meeting" in Syracuse (Italy) and of the work group "Humanitäres Völkerrecht" (Humanitarian International Law) of the German Red Cross.

 

He is a guest Lecturer in Latin America, Spain, Italy and Israel (Hebrew University), a member of Doctoral Committees in Spain, the Netherlands and Sweden, of the editorial board of various scientific journals and he is the Scientific Coordinator of the Latin American Study Group on International Criminal Law (sponsored by the Konrad Adenauer Foundation, the Rule of Law Program, since 2002).
